Citizens of other EU countries who meet the requirements and wish to be entered on the electoral roll must submit a standard statement to the municipal administration at their address of residence in Bulgaria no later than 40 days before election day.
Right to vote
All non-Bulgarian EU citizens have the right to vote for mayors and municipal Councillors if they are at least 18 on polling day, are not under legal incapacity or serving a prison sentence, are permanent or long-term residents in the Republic of Bulgaria, have lived for at least the last 6 months in the locality concerned and have not lost the right to vote in their home Member State.Voters who are nationals of other EU countries must certify their identity by means of an ID card or passport and a residence certificate.

All non-Bulgarian EU citizens also have the right to stand as candidates for municipal councillors if they are at least 18 on polling day, are not under legal incapacity or serving a prison sentence, are permanent or long-term residents in the Republic of Bulgaria, have lived for at least the last 6 months in the locality concerned and have not lost the right to stand as candidate in their home Member State.
